Anhaltende Globalisierung, technischer und demographischer Wandel führen zu Veränderungen in zahlreichen Lebensbereichen und stellen den Arbeitsmarkt und seine Akteure — Arbeitskräfte und Unternehmen — vor neue Herausforderungen. Beschäf­tigungsverluste in der Land- und Forstwirtschaft, dem Bergbau und der Sachgütererzeugung, ausgelöst durch Produktivitätsgewinne oder Reduktion bzw. Verlagerung der Produktion, ste­hen Beschäftigungsgewinne im Dienstleistungssektor gegenüber. Mit der Umstrukturierung am Arbeitsmarkt ist zugleich eine Änderung der Nachfrage nach beruflichen Qualifikationen verbunden, da im Dienstleis­tungsbereich andere Qualifikationen nachgefragt werden als im primären und sekundären Bereich. Für die Arbeitskräfte und ihre Anpassungsfähigkeit an den strukturellen Wandel bedeutet diese Entwicklung eine große Herausforderung: Die Anforderungen der Unternehmen an die Kompetenzen der Arbeitskräfte werden immer komplexer, mit der Folge, dass Personen ohne entsprechende Qualifikationen zunehmend unter Druck geraten. Das vollzeitschulische und duale Erstausbil­dungssystem ist gefordert, Jugendliche mit formalen Basisqualifikationen auszustatten, die den Grundstein für Perspektiven und Leistungen am Arbeitsmarkt sowie Lernen im Lebenszyklus legen. Vor diesem Hintergrund wird die Arbeitsmarktsituation von Jugendlichen am Übergang aus der beruflichen Erstausbildung in den Regelarbeitsmarkt in Österreich untersucht, besonders die Bedeutung der Lehrausbildung als quantitativ bedeutende Ausbildungsschiene.

Challenges facing the vocational education and training of the future

The on-going process of globalisation, as well as technical and demographic change, is leading to changes in numerous areas of modern life, and the labour market - employees and companies - are being faced with new challenges. On the one hand, there are reduced employment opportunities in agriculture and forestry, mining and manufacturing, caused by increases in productivity or by the reduction or outsourcing of production while, on the other hand, there are increased employment opportunities in the service sector. This restructuring of the labour market is linked at the same time with changes in the demand for vocational qualifications, since the service sector calls for different qualifications than the primary and secondary sectors. For employees and their adaptability to the structural changes, this development represents a significant challenge. The demands of the companies with regard to the competences of the employees are becoming ever more complex, with the consequence that those people who do not have the corresponding qualifications are coming under increasing pressure. The system of full-time training and the dual system of initial training is faced with the challenge of equipping young people with formal basic qualifications, which lay the foundation for their prospects and achievements in the labour market, as well as for lifelong learning. The labour market situation for young people who are attempting to make the transition between initial vocational education and training and the regular labour market in Austria is examined against this background, with a particular focus on the quantitative significance of apprenticeship as a pathway.
